  Thank you Mr. Chairman. We have heard many different ideas covering a wide range of fields and we have heard the reports so I'll not repeat what has just been said but I'll try to highlight some common points amongst all these different areas, which are affected by the Information Society.

I would like to start with the success factors and the barriers to overcome. In fact these are two sides of the same medal. Some common points I could distinguish amongst the different presentations concern the need for integrated strategies for change whatever the area. Covering different levels: political, administrative, and managerial. Try to obtain high levels of awareness whatever the project, initiative, activity. High levels of awareness and leadership in order to generate participation, motivation and commitment. And consider access to ICTs (Information and Communication Technologies) as a right and not as a privilege. A right for everybody and for every culture in different cultures. Focus on people, on their specific needs. Tailor the information society to people's direct interests. So these are important success factors across the spectrum. Try to get ... expertise available to ensure the success of the activity.

And the other side, the barriers to overcome are in fact the negatives of this show. Ignorance, inertia, inertia to change, including psychological inertia, lack of confidence, consumer and user confidence, economical obstacles or funding, although in some areas we have seen that very important as this is it is not always a critical factor. Unavailability of human resources and skills and this leads to the problem of education, training, social barriers, social and political, as has just been highlighted. Contradiction between the perceived increased efficiency in productivity arising from the use of ICTs and the quality of life. What that might do to the quality of life.

Some of the ways forward pointed out in order to promote best practices synergies are the need for cross-fertilisation between different areas, different initiatives, not give them separate, multidisciplinarity. Also ensure again access to multi-linguism, wider access, to allow everybody to participate in the sea of information available. Try to offer guidance tools and information filters. Easy access to validated information. Wider business and public awareness. So it's not enough to invest in inventories or surveys but there is a need to actually exchange results: show them.

One important point that was also mentioned in several panels and conclusions was the recommendation for public-private partnerships. There is a need for public encouragement for these public-private partnerships. There is a need for more private sector involvement but there is also a need for the public sector accepting private sector discipline when co-operating with the private sector, because the private sector has constraints. In particular they operate on the basis of profits, profit seeking and therefore for a public-private partnership to work everybody has to get something according to one's own interests.

Local partnerships. The importance of giving the regions a catalytic role and to increase the role of those who are close to the users, the consumers. In particular professional associations and chambers. Also the maintaining the clear and neutral legal and tax environment. This is also a recommendation for the public authorities.

As far as follow-up actions are concerned, they should aim at disseminating and promoting the application of the success factors while reducing the identified barriers. Some suggestions were mentioned, I am not going to list them all. I would just like to highlight that there is a need for a better understanding of the economic, social etc aspects of the optimal use of information and communication technologies and Information society should be incorporated in the employment policy debates. There is a need for specific small actions so focused workshop actions. I do not know what was in the minds of the proposers in terms of figures, more funds for certain ... for relations between culture and multi-media ... in a number of areas. We will try to summarise these interventions and publish in the proceedings these conclusions in a more structured form, which will then be made available, in electronic form of course, and on paper.
