Alternative Networks
Albania
Update Memo

The following report outlines new developments in the past three months and the state of on-going developments.

1. There is still no public alternative network in Albania, despite a lot of discussion in that area. The establishment of the 8th Corridor may, perhaps, provide some alternative networks.

2. There exists only closed internal networks within military forces (to communicate about special, not public, issues), within the Police, and within Albanian Energetic Corporate (KESH). These networks are not used for transmitting data and are different from banks, which communicate with each other regarding special issues, and air transport agencies.

2.1 The Air Transport Agencies operate through the SITA network to make reservations, to coordinate air travels, and to transmit data to other countries. Albania is a member of the SITA since 1989. There are over 100 air transport agencies and the Airport has access to the SITA network, whose service is provided through the satellite. However, this is a closed network and is prohibited by law to be used for public data transmission.
