Update Memo

The following report outlines new developments in the past three months and the state of on-going developments.

Referring to the report about the regulatory developments, a new government has been appointed in Latvia since July 1999. It is believed that this government will put more emphasis in the development of IS in Latvia.

Following this the declaration, the development of alternative networks will largely depend on how the regulation policies regarding telecommunication networks will be implemented. As an example, the declaration of the government points out that a draft for new law on Telecommunication regulation will be launched by the end of 1999.

It should be noticed that the resolution on a third GSM mobile phone operator in Latvia has already come to force. The prospective operator will start its activities in spring 2000.
