Many persons from the public and
private sectors can be cited as decision makers in the IS
perspective.
On the public side
four ministries play a crucial role in the promotion of the IS in
Lebanon:
- The ministry of posts and
telecommunications (www.mpt.gov.lb) whose minister in charge is
presently Mr Issam NAAMAN. It has been reported elsewhere
in this report that the monopoly structure of the
telecommunications sector is on the verge of
liberalization and will be partially privatized.
- The ministry of state for the
administrative reform ( www.omsar.gov.lb ) whose minister in charge is presently Dr
Hassan CHALAK. This ministry officially instated in 1992
should play an important role in promoting and adopting
the new technologies of information and communication in
the public administration.
- The ministry of economy and
commerce (www.economy.gov.lb) and the ministry of industry,
both headed presently by Dr Nasser SAIDI. Those two
ministries appear to be the most active in promoting the
IS in Lebanon.
- The ministry of culture and
higher education and the ministry of education both
headed presently by Mr Youssef BEYDOUN.
On the private sector side,
the names of the presidents of professional associations could be
cited as some of them are directly concerned by the promotion of
the Information society in Lebanon:
- The Association of Banks in
Lebanon (www.abl.org.lb) whose president is presently Mr
Farid RAPHAEL.
- The Association of Lebanese
Industrialists (www.ali.org.lb) whose president is presently Mr
Jacques SARRAF.
- The Chamber of Commerce and
Industry in Beirut whose president is presently Mr Adnan
KASSAR.
