The national morning following the death of Hussan II, combined with the estival season, produced a political and economic climate ill-adapted to change among the key socio-economic actors in Morocco.
Other than Mohammed VIs ascension to the throne, the only notable additions to actors identified in the QI report were the nominations of new directors of Méda Télécom.
Mr. Saâd Bendidi was nominated President of the new entity, Julian Barranechea Managing Director and Mr. Carlos Machado was appointed Technical Director (Networks) in late September 1999. According to a published statement from the consortium backing the new company, the choice of Mr. Bendidi was based on his managerial and strategic skills, rather than his technical knowledge of the telecommunications sector.
On October 2nd, 1998, The Ministry of Industry, Commerce established a working committee in charge of monitoring information technologies (CSTI). This committee is assigned with developing a national strategy in this area..
