in the government as a whole,
King Mohammed VI modified the
direction of the major
ministries upon his nomination
in the summer of 1999. The
government was re-organised in
the Fall of 2000, with a
significant reduction in the
number of ministerial
portfolios.
1. Governmental Ministries
Three ministries and a Secretary of State participate in the promotion and regulation of the initiatives of information technology: Communication, Commerce and Industry, and Economy and Finances. Mr. Fathalla OUALALOU is the Minister of Economy and Finance, Mr. Mustapha ELMANSOURI is the Minister of Industry, Commerce, and Handicrafts, and Mr. Mohamed ACHAARI heads up the Minister of Communication and Cultural Affairs.
Mr. Nacer HAJJI replaced Mr. Larbi AJJOUL on September 6t, 2000, is the Secretary of State in charge of the Postal Office and New Information Technology. A former counsellor of Prime Minister Youssoufi (1998-2000) Mr. HAJJI is a professor at the National Institute of the Postal Service and Telecommunications (INPT – Rabat)
The Secretary of State’s administration is divided into specific services for communication, judicial affairs, Y2K technologies and Information Technology. Mr. Tarib BENNANI is the General Secretary of the administration, M. Abdelekbir ELMALIKI heads up the administrative research services and M. Ahmed TOUMI directs initiatives in information technology. The organizational chart of the administration can be found on their web site at : http://www.septi.gov.ma/
On October 2nd, 1998, The Ministry of Industry, Commerce established a working committee in charge of monitoring information technologies (CSTI). This committee is assigned with developing a national strategy in this area. Mr. Abderrazak ELMAZINI is Director of the CSTI, and Mme Bouchara BOULOUIZ is responsible for Communication.
An interministerial commission, the "Commission interministeriel chargée du développement et de la promotion du commerce électronique", was charged with the development and the promotion of electronic commerce in February 2000. Prominent members of this commission include Abderrazak ELMAZINI, Amine Mounir ALAOUI, Hassi RAHOU, Mouime MOHOMMED, and Aziz RABBAH.
A new committee was created in July 2000 and charged with promoting IT in the SME sectors. Mr. Aziz RABBAH is the IT Manager of the committee.
2. Public Agencies and Regulatory Commisisons
As described in the Regulatory Report, the National Agency of Telecommunication Regulation is in charge of preparing statutory acts related to the telecommunications sector. Mr. Mustapha TERRAB is the current Director of the agency, replacing Mr. Mohamed BENKAMOUN who left the agency for the ORBCOMM SPACE company.
The historical operator, Maroc Telecom (IAM), maintains a dominant role in the Information Society both through the previsions related to the general conditions of use of the telecommunication networks in Morocco and services and from the schedule of conditions. The company now counts 1.4 million fixed telephone subscribers and 1.72 million mobile phone users, one of the leader in the mobile market in the MENA region. IAM had net profit of about $125 million for the first half of the year 2000. Its 1999 net profit rose 55 percent on the previous year at $190 million. Mr. Abdeslam AHIZOUNE is now the CEO of the company, and Mr. Larbi GUEDIRA is the Central Director of Commercial Affairs.
Medi Telecom, a consortium led by the Spanish operator Telefonica, won the adjudication of the second GSM license in July 1999. Mr. Saad BENDIDI was nominated to be president of the group, while Mr. BARRENECHEA assumed the role of General Director. During the first year of operations, the company's network should reach forty percent of the Moroccan population, and cover 2000 kilometers of the national road system. Within five years, the network will be extended to seventy-five percent of the population and 6000 kilometers of the transport infrastructure.
3. Professional Associations
Created in April 1993, The association of computer users (Association des Utilisateurs de Systèmes Informatiques du Maroc - AUSIM) represents end-users of large computer systems. It organizes conferences in Maroc and abroad, lobbies for the interests of its members in government and among the major suppliers. Mr. Nasreddine BELGHAZI replaced Mr. Abdelmajid GUERCACHI on January 22, 2000 following the General Assembly of the association. Mr. Z. FASSSI FEHRI is the new General Secretary of the AUSIM, and M. Hassan KARDIRI the treasurer.
The Moroccan Internet Society (MISOC) is a non-profit local chapter of the Internet Society (ISOC). It is open to members of the public and private sectors interested in the development and the organization of Internet technologies in Morocco. Aziz HILALI is the reigning president of the association, Amine EL KHETTAR the Vice President, and Mohammed HASSI RAHOU the General Secretary.
Created in May 1989, the association of information technology professionals (Association des Professionnels des Technologies de l'Information (APEBI) ) represents the major VARs in Morocco. Initially formed by ten firms, the APEBI today is comprised of more than 69 corporate members, which represent more than 70% of the sector’s turnover. Khalid ELHARIRY is the current president of the association, and Bachir RACHDI is the Vice President.
A new association, the Association of Information Technologies (FITAV) was created in December 2000. This association claims to represent all sectors of information technology, including the telecommunication and audio-visual companies. The members of the APEBI are not currently members of this association. Mr. Kamil BENJELLOUN is the new President of this association.
4. Other key people
Outside of the agencies and associations directly concerned with Information Technology, there are actors that play a role in shaping the Information Society. These include Mr. Abdelfdel BENNANI, Director of the ENSIAS, who has been very active in the Ministry of Higher Education and Scientific Research; Mr. Mounir CHRAIBI, General Director of the Ministry of Vocational Training (
www.ofppt.org.ma); Mr. Slimane HAJRA, Information Systems Director at the Minister of Public Health (www.sant.gov.ma); Mr. Abderrahim MESKINE, Information Systems Director at the Ministry of Economy and Finance (www.mfie.gov.ma), and Mr. Taoufiq CHERKAOUI, Director of Statistics at the Ministry of Economic Forecasting and Planning (www.statistic.gov.ma).
