It is obvious that the evolution of web sites in these particular sectors has been progressing at a slow pace. Even though there is an unprecedented escalation of interest in New technologies, the Internet in particular, some sectors still need more time and more adequate budgets as well as the necessary technical infrastructures to develop and follow up the viability of their own web sites. This is the case for primary and secondary schools, hospitals/clinics and libraries. Many schools are scattered in rural areas with few appropriate equipment, libraries and hospitals are, for a great many of them, connected to the Internet but not yet aware of the importance of having a proper web site as a result of the free services they offer.
