This is the final WWW Indicators report on the Palestinian Territories as the ESIS project ended in January 2001. It covers the whole period of the ESIS project surveying the Mediterranean Area, March 1999 - January 2001 inclusive.

The Palestinian Authorities are aware of the importance of Information Technology in the Global Economy, and they consider it essential for the development of their economy. In the past Telecommunications and IT services were entirely provided by Israeli companies due to the lack of infrastructure and human resources in the Palestinian Territories. During the past few years, achieving independence in the IT sector has become one of the top priorities. For this reason the Palestinian Authorities have placed much emphasis in developing their infrastructure and human resources mainly through private funding.
We observe that the major developments undertaken were directed towards High Schools and Universities, and in National Ministries. This indicates which sectors the Palestinian Authorities are placing much emphasis to develop incorporating IT technologies. In the future higher education institutions will provide the country's experts needed in the IT sector. However, although the percentage of websites remains steady during the last two years with only a small increase of 2% during the last six months of 2000. With the rigorous efforts being made, this should change considerably in the next few years.
National Ministries from the first to the end of the second quarters of 2000 experienced a fluctuation in the number of ministerial websites. This is due to the redevelopment of certain ministerial sites. From the beginning of the third quarter of 2000, the number of ministerial websites began to increase once more, showing that the small transitional period was starting to subside.
In summary, during the last two years there were no major developments in the infrastructure of the Palestinian Territories, which explains the steady level in which the number of the websites were being introduced. In addition, we need to mention that the table presents only the public sector websites and not the private sector. These statistics, therefore, do not represent the real picture that is indicative of developments occurring within the Palestinian Territories.
